SOLANO COUNTY APPOINTED COUNSEL BILLING GUIDELINES AND
INDIGENT DEFENSE PANEL QUALIFICATIONS & APPLICATION FORMS

Under Penal Code Section 987.2, the County is obligated to pay for the costs associated with the representation of indigent defendants. Defendants are first referred to the Public Defender. When representation of a defendant by the Public Defender results in a conflict of interest, or for any other reason the Public Defender cannot accept a case, the Conflict Defender performs a similar review. Should the Conflict Defender be unable to represent an indigent defendant, then outside counsel must be appointed.

The documents in this section are relevant to attorneys who represent indigent criminal defendants and for those attorneys interested in applying for an indigent defense panel.

1.    "Qualifications for Solano County Indigent Defense Panel Attorneys," sets forth eligibility requirements to apply for a criminal indigent defense panel, such as (a) general membership eligibility; (b) suspension, reclassification and removal; (c) grounds for suspension, removal and other disciplinary action; and (d) attorney classifications (death penalty, felony and misdemeanor attorney grades).

2.    "Appointed Counsel Billing Guidelines(criminal), created for the County of Solano, the Superior Court of Solano County and the private attorneys appointed by the Court to represent indigent criminal defendants, sets forth procedures for submitting billings. This packet of information includes the criminal Billing Guidelines, relevant forms and a Check List that outlines how to submit your claims for payment.

3.     "Appointed Counsel Biling Guidelines" (juvenile), created for the County of Solano, the Superior Court of Solano County and the private attorneys appointed by the Court to represent indigent juvenile defendants in Welfare and Institutions Code Section 602 proceedings, sets forth procedures for submitting billings. This packet of information includes the juvenile Billing Guidelines, relevant forms and a Check List that outlines how to submit your claims for payment.
